Balanced Land Use (BLU)
BLU is a term coined during
the Montgomery County Balanced Land Use Initiative, an
effort in Montgomery County, Maryland to balance jobs, housing, recreation,
services (i.e. schools and public safety) and transit. The Montgomery
BLU Study has proven that balancing land use and transportation provides
greater congestion relief than proposed highway projects such as the Intercounty
Connector. Other alternatives to road projects include:

The Citizen's Planning Association (CPA) is developing an alternative transportation and land use scenario for Montgomery County to determine if balancing jobs, housing, transit, and roads can reduce congestion. One impressive scenario focuses future growth in Montgomery County around key job centers that are linked to one another by a range of transit options.
