EARMARKS in the 2005 Federal Transportation Bill

In addition to the many policy elements of the federal transportation bill, a record $22 billion of the $286 billion federal transportation bill was earmarked for specific projects. In most cases this meant that Congress determined which projects states and localities must spend money on instead of giving them the flexibility of more general transportation funds through the federal formula categories for all transportation needs. In a few cases, Congress took money off the top of the bill and decided on a set of projects they deemed “nationally significant”. Some of those projects have long been approved by the jurisdictions and communities while others are still under study and face significant local opposition.

An important note on the earmarks:
Funding for projects listed in “Transportation Improvements Section 1934” and “High Priority Projects Section 1701” is funding the State would have gotten regardless. The earmarks from Congress just dictate exactly how that money will be spent.
