Take Action: Help make alley lots a part of DC’s housing solution

Tell the DC Zoning Commission to support alley lots for more homes

DC has hundreds of alley lots that could be sites for new homes, but regulatory restrictions make it difficult, if not impossible, to build. On January 12, 2026 the DC Zoning Commission will hold a hearing to consider a number of reforms. Join CSG in supporting reforms to allow more homes on alley lots!

alley dwelling - old stable by Cheryl Cort, Shaw DCWe are urging the Zoning Commission to support key proposed reforms and revise proposals to make the most of this opportunity:

  1. Eliminate parking minimums – this remains a major barrier
  2. Support proposed flexibility through a Special Exception process so the Board of Zoning Adjustments can adjust subdivision and development standards for the unique circumstances of individual alley lots, including height
  3. Support allowing residential use on alley lots in R-1 and R-2 zones (lowest density residential zones)
  4. Support allowing a second residential unit within an alley lot building based on the lot size
  5. Reduce minimum lot area subdivision standard from the overly restrictive 1800 square feet
  6. Reduce overly restrictive minimum lot size, and excessive rear and side yards proposed for R-1 zones
  7. Revise overly restrictive maximum lot occupancy for alley lots in R-1 and R-2 zones
  8. Reconsider imposing higher pervious surface requirements on alley lots.
