April update: Where key housing and transportation bills stand in Maryland’s General Assembly

In this year’s Maryland legislative session, CSG has helped get some promising housing and transportation bills through the Maryland House and Senate – and we’re still tracking others that may need a push. 

Here’s our legislative update and how you can help get these bills over the finish line! 

Where we are: March 23rd was what’s known as Crossover Day in the General Assembly. This is the date by which most bills need to “cross over”—a.k.a, get voted through either the House or Senate, and sent over to the other chamber—to have a strong chance to pass by the end of session. 

Bills that haven’t received floor votes by either chamber (and especially those that have not received committee votes) often don’t move forward after Crossover Day. Bills sponsored by the Governor’s administration often have a slightly better chance of moving forward even if they have not crossed over by Crossover Day.

Bills that crossed over will still need another vote in the opposite chamber before the session ends on April 13, also known as Sine Die. Each chamber also needs to agree on any amendments to the bill. Then, bills passed by both chambers can go to the Governor’s desk for signature (or veto). 

Bills above with asterisks are Governor’s bills that have stronger opportunities than other bills to be considered in their committees despite not getting votes before crossover.
